This one is actually easy. Sheriam does not know any Black Ajah sisters (assuming the you mean know them as Black Ajah -- really you must be a bit clearer in your questioning!).
Therefore if Sheriam knows none then Galina knows three and Liandrin knows six. since .5 * 0 = 0 then Sheriam still knows no BA. And Liandrin forgetting two leaves her with four known BA. Since twice four is eight and Galina already knows of three then she just needs to learn about two more and she has surpassed Linadrin and Sheriam's accumulative knowledge of the BA.

However if you are just talking about Sheriam knowing sisters who are BA (but Sheriam does not know this) then the formula is as follows

Sheriam's number of sisters = X
Galina's number = X+3
and Liandrin's number = 2(X+3)

So Galina's desired number would =((2(X+3)-2) + 1.5(X))+1
Since the information given does not fix any set number on Black sisters Sheriam knows (in this scenario; otherwise the above logic of Sheriam knowing none must apply) this is the only conclusive answer to be arrived I think. Then again I have made an hobby out of being wrong.
